Minutes of Meeting of Yell Community Council

 

Monday 17th May 2021 via Zoom Online Conferencing

 

Present:  Mr L Odie (Chair), Mrs A Jamieson, Mr R Jamieson, Ms K Hannay, Mr A Ross, Mr S Henderson,

L Odie welcomed everyone to the meeting.

 

5/21/1 DECLARATIONS OF INTEREST

Mr R Jamieson, Mr L Odie, Mr S Henderson and Cllr R Thomson declared an interest in the Energy Isles Wind Farm item. 

 

5/21/2 MINUTES

19th April 2021- The minutes for the April meeting were approved by Mr R Jamieson and Ms A Jamieson

 

Fares Consultation Minutes- the approval of the minutes from the additional meeting regarding the Public Transport Fares Consultation was held over to the next meeting.  

 

ACTION: clerk to forward to CC Liaison, NI Dvp Worker, Police, SIC Elected Representatives and post on the website

 

5/21/3 OUTSTANDING BUSINESS

3.1 TRANSPORT- FERRIES

Electronic Payments- Members were informed that the introduction of electronic payments on the Yell Sound has been held up due to issues providing the training to staff.  Members expressed their frustration at the continuing delay.

ACTION: Clerk to feedback to Ferries

Five day full service- Sellaness are working on the financial viability of the proposal which will be presented to the council in June.

 

3.2 ROADS

Cullivoe to Gutcher Road- There is nothing new to update. 

 

Trees at Stonganess- Members requested to see the plans for the realignment of the road and will request a site visit with Mr D Coupe, SIC. 

ACTION: Clerk to arrange a site visit with D Coupe, SIC

Sign at the head of Mid Yell Voe- No progress

 

Disabled Parking at Hamnavoe Graveyard- There has been no update on the listed status of the wall.  Members suggested that the markings could be painted on the roads. 

ACTION: Clerk to contact roads

Burravoe Footpath- The issue regarding the footpath raised by the Burravoe School Parent Council is an urgent safety concern and members request a site visit by Mr D Coupe, SIC, to explore alternative options for the path in discussion with the landowner. 

ACTION: Clerk to arrange a site visit with D Coupe and L Odie

 

Sunken Road, Burravoe- Due to an area of sunken road a large puddle of water collects between Burnside and Broch House, Burravoe

ACTION: Clerk to feedback to Roads

 

3.3 NHS ISSUES

Ms A Jamieson will update Mr Brain Chittick, NHS, about YCCs current position regarding NHS issues. 

Ambulance- Members note that the ambulance is being called out fairly frequently and recognise that this is a big commitment for volunteers.  Members would like to receive an update form the Ambulance Service about the recruitment process and when new volunteers are likely to begin. 

ACTION: Clerk to request update

3.4 OLD GUTCHER PIER

No update

 

3.5 ENERGY ISLES WIND FARM

Members have noted surveys are being undertaken regarding power exportation from Yell. 

 

3.6 SHETLAND COMMUNITY BENEFIT FUND- ADVANCED GRANT SCHEME 

Members are encouraged to consider any ‘isles wide’ projects that YCC could put in an AGS application for.  Suggestions were made for new interpretive boards throughout the island and the possibility of the Burravoe Footpath being funded through a SCBF grant. 

 

Members would like more information about the process of application approval if the application is made by YCC. 

ACTION: Clerk to contact SCBF

 

3.7 WHITE WIFE

YCC notes that the replica figure head is in place. 

 

3.8 KSB BEACH AWARDS

The box and information board at Breckon beach are in need of repair. 

 

5/21/4 NEW BUSINESS

4.1 LOOSE SHEEP

Following an email from a constituent regarding the loose sheep in West Sandwick YCC notes that this is an issue in Yell but it is the responsibility of the individual animal owners to ensure their animals are appropriately controlled.  

Although loose sheep do pose a problem to dog walkers in the area it is advised by the Countryside Code to keep dogs on leads, particularly around lambing times. 

Decaying dead animals left unburied should be reported to the SPCA and Environmental Health at SIC

ACTION: Clerk to feedback advice to constituent

 

4.2 PUBLIC TOILET LIST

Clerk will give a list of public toilets on Yell to the Shetland TOurism Association who asked for the information for inclusion in a map of amenities. 

 

Ms K Hannay suggested encouraging local halls to apply for funding for a Changing Places Toilet which would provide more access to public toilets in Yell. 

 

4.3 SCOTTISH ISLES FIBRE OPTIC CABLE PROJECT CONSULTATION

Members will report back to the consultation that they are in favour of R100 and ask about the coverage expected from the project. 

ACTION: Clerk to feedback to the consultation

5/21/5 FINANCES

YCCs application for CDF and Project Grants are being processed.  Members agreed that once a decision about the applications was made they would advertise the availability of CDF grant and Road Grant assistance with a closing date for applications before the next meeting.  The advertisement should also include details of the SCBF Advance Grant Scheme. 

 

5/21/6 ANY OTHER BUSINESS

Message of thanks- YCC would like to send a message of thanks to Mrs Willamina Johnson for her 49 years of long service at the Ulsta Post Office. 

ACTION: Clerk to action

 

Beatrice Wishart, MSP- YCC will invite Beatrice Wishart, MSP, to a future YCC meeting.

 

5/21/7 COMMUNITY WORK

Work with the Men’s Shed and Herra Hall is ongoing.
