 Minutes of Meeting of Yell Community Council

 

Monday 16th March 2020 in the Mid Yell School

 

Present:  Mr L Odie (Chair), Mr R Jamieson, Mr J Saunders

Visitors: Mr M Lawson (Chairperson North Yell Development Council) Mr Andrew Nisbet (Secretary North Yell Development Council)

 

Due to the Coronavirus the meeting was held in the main staff room with everyone sitting 2-3 metres apart, having washed their hands on arrival. Mr Odie welcomed everyone to the meeting in what are challenging circumstances, although we did not have a quorum we would have a discussion with the North Yell Development Council.

 

NORTH YELL DEVELOPMENT COUNCIL

Representatives from the North Yell Development Group attended the meeting to express their concerns and frustrations regarding the planning restrictions affecting North Yell, in particular to the development of the Cullivoe Pier.

NYDC have been encountering opposition from the SIC planning department due to the condition of the road between Cullivoe and Gutcher.  Mr Lawson explained the work arounds they have proposed, at great cost to the NYDC, such as bringing goods in by boat are still being opposed. 

They are concerned that as the current projection for the Cullivoe to Gutcher road project being completed is 7 years these restrictions on all planning in Cullivoe will have a huge, detrimental impact on North Yell.

Mr J Saunders arrived at meeting 19:25 the meeting is now quorate

The North Yell Development Council requests that YCC support and assist in finding a solution to the problem by working with the elected representatives for the North Isles. YCC and NYDC would like to see a relaxing of the restrictions on planning in North Yell, more information regarding the increase to the time scale for the road project and improved communication from SIC Roads Department regarding the improvements to the road.

16th Feb 2020 – The minutes from the January meeting were approved, by Mr R Jamieson and Mr J Saunders

Action: clerk forward to CC Liaison, NI Dvp Worker, Police, SIC Elected representatives  and post on website

Mr Odie said that to keep the meeting as short as possible only some items on the agenda would be discussed

 

 

03/20/2 DECLARATIONS OF INTEREST

Mr R Jamieson, Mr J Saunders and Mr L Odie declared an interest in the Cullivoe Up Helly Aa grant application. Mr L Odie in the Burravoe Hall Grant application

Mr R Jamieson declared an interest in the ferry grant for Mr and Mrs Strachan.

Mr L Odie declared an interest in the Yelloween ferry hire application

 

03/20/3 OUTSTANDING MATTERS

 

3.1 FERRIES

YCC note the feedback from the meeting with Sellaness that occured last month.

 

Resilience regarding COVID 19-  YCC are concerned about the impact the current COVID19 pandemic could have on the ferries.

ACTION: Clerk to contact ferries for information about contingency plans

 

Possible cuts to the ferry budget-  Cllr Priest suggested YCC write a letter to SIC explaining the challenges facing the ferries in hopes of avoiding cuts to the budget.

ACTION: YCC to draft letter

 

3.2 REFUSE COLLECTION AND LOSS OF JOBS

YCC noted the email from Colin Bragg, SIC, stating that they are in the process of drafting a contract for Refuse Driver and Loader for the North East routes.

 

3.3 DEFIBRILLATOR LIST

A list is being compiled of the locations of defibrillator units in Shetland. YCC will advertise the website so that people can register their units.

03/20/4 FINANCE

 

4.1 GRANTS TO LOCAL GROUPS

 

YCC approved payment of £500 to Mid Yell Hall.  Proposed by Mr L Odie and Mr J Saunders

 

YCC approved the payment of grants for the hire of  a ferry in the amount of £250 to Mr and Mrs Strachan and the reissuing of a cheque for £250 to Mr and Mrs Irvine.  Proposed by Mr L Odie and seconded by Mr J Saunders

 

YCC approved the payment of £250 to Burravoe School.  Proposed by Mr R Jamieson and seconded by Mr J Saunders.

 

YCC delegated authority to authorise payments for the outstanding grants awarded to the Burravoe Hall and the Cullivoe Up Helly Aa to the Chairperson Mr L Odie and the Vicechair Mrs A Jamieson.  Proposed by Mr J Saunders and seconded by Mr R Jamieson.

 

4.2 REDD UPS

 

YCC approved the payment of £50 to the 6 local groups who completed the Redd Up survey requesting funds.  These are The Burravoe Youth Club, Mid Yell Public Hall, North Ness Public Hall, North Yell Social Club, Ulsta Volunteers, Wat-na-Ross Pier Trust.

YCC approved the payment of £40 to the 6 local groups who are eligible for funds but have not completed the survey.  These are 1st Yell Guides, Aywick Play Area Committee, Mid Yell Junior High School Eco Club, Sellafirth Public Hall, West Sandwick Public Hall.

 

Proposed by Mr J Saunders and seconded by Mr L Odie.

 

4.3 CORE FUNDING

YCC instructed the clerk to apply for the Core Funding and distribution fund

4.4 COMMUNITY FERRY RUNS

YCC community council approved the community hire for Yelloween.  Proposed by Mr J Saunders and seconded by Mr R Jamieson.

 

YCC notes that due to public health concerns the folk festival and Eat Yell Beat It festival have been cancelled and therefore will no longer need their ferry hire.

 

4.5 ROAD GRANT

YCC approved the extension of the road grant awarded to Mr T Nicholson

 

03/20/5 OTHER BUSINESS

 

5.1 BUS SHELTER BURRAVOE

YCC received a request for a bus shelter in Burravoe.

ACTION: Clerk to contact SIC

 

5.2 OCTOBER MEETING DATE

YCC approved the change of meeting date in October from Monday 19th to Monday 26th. Proposed by Mr J Saunders and Mr R Jamieson.

ACTION: Clerk to inform CCs, elected reps, Michael Duncan SIC, NI Development worker and Police

 

THE MEETING ENDED AT 20.22 HRS

 

The next meeting of the Yell Community Council due to be held on Monday 20th April 2020 will most likely be cancelled due to public health concerns.

 

The Chairman will assess the need for a meeting following health guidelines.
