04/08/2 Visitors Ms L Gray, NAFC Marine Centre (Shetland Marine Spatial Plan) cancelled this meeting and confirmed for 19th May. Mr R Jamieson passed on Spatial Plan booklet to Mr M Gray to forward to Mr D Thompson before next meeting. Action: booklet forwarded as above.
04/08/3 Minutes The minutes of Yell Community Council meeting on 17th March 2008 were approved and seconded by Messrs Odie and Jamieson.
04/08/4 Outstanding Business .1 FERRIES
ZetTrans submission to Scottish Parliament Ferry Inquiry – The Scottish Parliament’s Transport, Infrastructure and Climate Change Committee is currently undertaking an inquiry into Ferry Services in Scotland. Mr D Thompson agreed to attend the Formal Inquiry in Lerwick on Monday 28th April as representative for the ASCC. An informal Inquiry to discuss experiences of ferry services with ferry users will be held in Cullivoe Hall on Tuesday 29th April with two members from each NI CC invited. Messrs Jamieson and Thompson agreed to attend this meeting on 29th on behalf of YCC. Mr Thompson noted this document was well presented and covered most issues raised previously by YCC. Action: clerk confirm YCC members attending on 29th.
.2 Roads - Outstanding Matters Speeding Concerns, Linkshouse, Mid Yell – traffic counters placed at Linkshouse road between 13th to 19th March showed out of a total of 1698 vehicle movements only 1.3% of vehicles exceeded 30mph (4 vehicles exceeded 50mph during this time). Based on the recorded speeds, SIC state traffic calming measures are not required on the Linkshouse road. YCC agree they cannot take this matter any further based on this evidence. Clerk cc SIC reply to Mr B Gregson and PC Brian Hamilton for their information. Speed Monitor, Mid Yell – update for next meeting. Burravoe Footpaths Phase I – all valuation work needs to be reviewed and hoped to be completed within three weeks when revised offers will be made. YCC agreed this project is important to the safety of this area and request to be kept up to date to avoid any further hold ups. Tarring 2008 – list of areas for this year agreed as ok. Mr R Jamieson noted the stretch of main road from top of Sound Brae, West Yell going south to the letter box would also need attention. YCC request this be added to list. SIC will not be carrying out any private surface dressing this year and there have been no enquiries for this service in NI for 2008 to date. List of outstanding road matters – it was agreed all members to look into matters needing attention within their own areas to compile list at next meeting.
Roads - New Matters New road into Mid Yell – Ms A Smiles requested dates for when phase I and II are due to start for this project. Phase I has been approved in the Capital Programme for this year 2008-9. It was again agreed that Phase I should start before the new build of MYJHS. Action: clerk find out dates and forward to all YCC members ASAP. .3 Mid Yell School Project The new build been split into two contracts: (1) Access Road for build and (2) New building. It was agreed the access road should be completed first during the school holidays if possible.
.4 North Isles Working Groups (IatE NI, HIE Shetland NI, NI Action Group) Local Service Delivery Group – Mrs Baisley noted the first meeting of this new group will be held on 23rd April at Sellafirth Hall. This project is a partnership between SIC Education, Police, Health and Leisure Services to share information to provide a better service for customers and help solve problems within own areas. Mr D Thompson will attend and report back to next YCC meeting.
.5 Seaside Award Scheme Grant now been awarded to YCC for clerk to administer. Rota for regular clean ups by local groups also in place. YCC agree to transfer funding from one information board to be used to improving access road to beach from car parking area at Breckon. Action: clerk order equipment ASAP and put in place once planning permission granted.
.6 Housing Issues for Yell Hjatland Housing Association currently exploring the possibility of a site for housing in Yell and reply before next YCC meeting.
.7 Change of Licensing Laws No reply from K MacAskill MSP to date – update for next meeting. Applications for Premises Licences – new requirement in transition period until new licensing laws are fully in place oblige to give notice to relevant community councils of applications received in community area. YCC have no objection to Notice of Premises Licence Application from North Ness Public Hall.
.8 ASCC Meeting 5th April Messrs Thompson and Odie attended and reported relevant points for YCC as follows: Joint Liaison Group membership – Mr Thompson member for NI (next meeting tbc) Mobile Phone / Broadband Coverage – ongoing PO Closures – ASCC agreed to support Levernwick PO to remain open. Noted there had been no opposition to the closure of Camb PO in Yell locally or otherwise. Waste Recycling/Skips – SIC looking at re-allocation of community skips according to population as no funding available for additional skips. During discussion it was noted the Cancer Research Shop at Aywick is now collecting some more small articles for recycling and YCC request a can bank for Burravoe Hall (currently can and bottle banks at Cullivoe Hall, Ulsta Car Park and Mid Yell Hall). Date Protection Act – CC now classed as Data Processors. (Clerk speak to Anne Cogle at SIC Legal and Admin for advise). Changes to licensing laws – Mr L Odie spoke on problems this causes for village halls and suggested halls be placed in category one with a new category for businesses under a certain turnover. 04/08/5 Planning Lists/Applications Mrs Baisley noted the demolition of the house at Camb junction is coming before the Planning Board this week as an objection has been lodged by a private individual.
04/08/6 Finance/Grants 1. SIC Grant Allocation 2008/9 – Clerk to advertise grant applications now eligible for this year (note: no tarring or peat road grants available for this financial year). All previous application will be held over to be considered with new applications for next meeting. 2. SIC Review of Peat Roads Allocations – 20% of total grant retained until outcome agreed. 3. Da Voar Redd Up 2008 – YCC agreed to sponsor 14 local groups at £50 each (£700 budgeted). 4. ASCC (Scottish) Membership Renewal 2008 – YCC agreed to 2008 subscription.
The following grant from 2007/9 was agreed for payment by Messrs Jamieson & Odie: - Yell Sheepdog Trials: to resurface holding pen area £400
Shetland Cattle Herd Book Society Centenary – YCC request more information.

04/08/9 Leaflets/Annual Reports The Community Councillor Newsletter, Connect, Postwatch Scotland and SEPA distributed.
04/08/10 Any other Business .1 Moving of livestock for sales 2008 Mr L Odie noted for general information that Mr David Polson, SIC Ferries has agreed to arrange ferries to move livestock from the North Isles to sales as there is no livestock boat from Unst this year. Any changes will be advertised at the time. YCC agreed the co-operation of Ferry Services is much appreciated.
.2 Initiative at the Edge, North Mavine – Community Research Chairman, D Thompson completed and returned this survey for 7th April as requested. YCC agreed with Mr Thompson’s comments as read.
