Monday 21st November 2016 at 7.00pm in the Mid Yell Junior High School

11/16/2 MINUTES

19th September 2016 – minutes from the Sept meeting were approved by Mr G Hughson and Mr S Henderson

17th October 2016 – minutes from the October meeting were approved by Mr S Henderson and Dr M McDonnell

Action: clerk forward to ASCC, L&A, Finance, Police, NICWO and post on website

 

11/16/3 POLICE MATTERS

Chairman, Laurence welcomed PC Simon Findlay to his new post in the North Isles.

PC Simon Findlay told the meeting that there were no current issues in Yell and all recent calls were of a routine nature only.

Chief Inspector Lindsay Tulloch is keen to recruit Special Constables to the North Isles, there will a recruitment drive in the New Year.

 

11/16/4 OUTSTANDING MATTERS

4.1 TRANSPORT

FERRIES – Outstanding matters

  1. Transport Study Consultation – YCC would also like to request how many folk responded to the survey monkey for this study. No reply to date
  2. Festive Timetable – since the festive tt has been published, an extra run has been added to the bookings on Jan 2nd which is very welcome, however the published tt on SIC website does not show this extra run. Clerk to advertise on FB, in shops and on website to ensure the public are aware of this run.
  3. Saturday/Monday timetables – There are currently no plans to change the Saturday and Monday timetables, SIC have agreed to monitor usage figures.
  4. Dangerous goods – SIC replied that when dangerous goods are booked on the ferry they cannot publish this for safety and security reasons.

 

FERRIES – Matters arising

  1. Ferry Disruptions – YCC are concerned about the amount of ferry disruptions occurring due to lack of staff and ferry breakdowns, especially the 7.45 from Ulsta.

Action: clerk to contact Ferries Dept and further request a meeting

 

4.2 ROADS – Outstanding matters

  1. 30mph extension Mid Yell – this will be done once the contractors have finished installing the barriers in Dales Lees.

Concern was expressed again regarding the refusal to extend the 30pmh on the Aywick road.

  1. Hill Road to Cullivoe – this road is considered low priority so will only be considered for limited repair in the next financial year.

Action: clerk to forward all 30mph correspondence to PC S Findlay

 

4.3 NHS SHETLAND

  1. GPNHS Shetland are currently looking at the best way to advertise this post. Locum cover is in place until the end of March. Repeat dispensing will remain with Brae for the foreseeable future. YCC are concerned about this arrangement as the current repeat prescribing is not a full pharmacy service where the pharmacist checks with patient about contra-indications.
  2. Dentist - NHS Shetland have confirmed that there will be a dentist at the Yell Surgery on Wednesdays and Thursdays from 30th The hygienist will continue to work on Tuesdays.
  3. Nurse – the vacant nurse post is being reviewed to make it as attractive as possible.
  4. Health & Social Care Integration – YCC further query if there is a community physiotherapist in place for when patients are released from hospital under this initiative.

Action: Dr M MacDonnell to liaise with NHS Shetland and Tavish Scott

Action: clerk contact Fetlar CC for support

4.4 CUTTING VERGES IN MID YELL

Deferred until Spring next year.

 

4.5 OLD SCHOOL, MID YELL

It is understood that this has now transferred to the new owner

 

4.6 COUNTY GARAGE

A building warrant has been issued for the demolition of the building but this will only be done after the New Year.

 

11/16/5 PLANNING LISTS/APPLICATIONS

  1. Planning Guidance - YCC have requested clarity on the guidance given for new builds and the proximity to wind turbines, no reply to date. This was brought up at the ASCC meeting in October. YCC are concerned about the inconsistency on guidance regarding the distances from wind turbines.
  2. 2016/381/PPF – new build Efstigarth, this was welcomed by members
  3. NYDC - have now been granted planning permission to extend the industrial estate in Cullivoe, they wrote to thank YCC for their assistance.

 

 

11/16/6 FINANCE/GRANTS

  1. Accrued income for community ferry hires over the quota is to be paid to SIC on invoice.
  2. Payment of £1,128 to Garriock Bros was approved for skip hires.
